1. Introduction, Legislative Background and Public Consultation Process
Tipperary County Council placed an issues paper on public display for a period of six(6) weeks from 30th April 2007 to 8th June 2007. During that period the issues paper was available for inspection by interested bodies.

During the Consultation Process a total of 8 submissions were received within the 6 week period. Submissions were received from individual members of the public personally, through planning consultations or through another mediatory body. 1 late submission was received


2. Next Steps

The following report has been prepared to report on the outcome of the consultation process in respect of the proposed items for inclusion or discussion in a proposed design statement for the village.

The Managers Report

• Includes a list of persons or bodies who made submissions or observations;

• Summarises the issues raised in each of the submissions

• Gives the response of the Manager to the issues raised and ;

• States the managers recommendations on the policies to be included in the draft development plan

The report will be submitted to the members of the Planning Authority for their consideration. Following the consideration of the report the Members may issue directions to the manager regarding the preparation of the proposed design statement. The Manager shall following the directions of the Members and prepare a proposed design statement.

Summary
Submission details the urgent need for a new school for the Village and that a suitable site needs to be set aside.
Comment
This is a zoning issue and as part of the Western Area Local Area Plan under Master Plan 1: Land opposite Cuan Derg, there is the requirement for the provision for the development of 4 acres for a social and public area suitable for a future school, recreational and leisure facilities

Summary
Submission relates to the location and facilities provided by Puckane United Football Club. There is the need for a facility in Puckane Village as the current pitch is miles from most people's houses, the grass isn't cut and the goalpost crossbars are in poor condition
Comment
This is a zoning and provision of facilities issue. Within the Western Area Local Area Plan and County Development Plan, the council policy is to support and encourage the provision of sports facilities, especially withi the villages. Should Puckane United Football Club bring forward a site in line with policy, the council will consider same. Note: Sports and Community Grants are available from the council for successful applicants.

Summary
Submission details the need for any proposed development to take into account the educational needs of the community. Space is at a premium re playing space and parking, the health and safety of the pupils, and parents is a constant consideration
Comment

Puckane Development Association

Summary
Submission covers many areas including the process for consultation and workshops. The PDA would like to see the VDS as a “Community Document” and they approach the VDS in a positive and constructive manner. The Submission makes the following points.
The local character and distinctiveness be protected and enhanced.
Design adheres to and compliments other relevant strategies and plans.
Visual Character of Village and surrounding countryside be respected.
The village be permitted to grow in a sensible and rational manner with suitable range of supporting facilities.
Identity and feel of the original village should not be lost by inappropriate development.
New Development fits comfortably with its surrounds and in keeping with village.
The final VDS is drafted to meet the needs and aspirations of the local people and be an inspiration for others to follow.
The existing landscape features are important and should be maintained as much as possible to maintain the country feel, friendliness and sense of community.
Submission refers to the Phasing ,Scale and Mass of future development.
The need that the sequential principle be applied and that the village grows from the centre outwards.
A Village appraisal in terms of SWOT be carried out.
Include a Design Code with raised standard if layout and design of new development and the following aspects:
• Puckane style and the role of modern architecture
• Setting of buildings
• Relationship with existing buildings in term of scale, harmony, proportion and boundary treatment
• Design, detailing, colour and materials
• Use of material in a traditional manner

Detailed Design layout, adequate phasing and finishes for each Masterplan Area of the Western Area LAP. Mix of land uses within Masterplans to allow community to work, shop and recreate locally.
The Council conservation Officer to undertake detailed study of all trees in the village.
Green route and continuous network of walking and cycling links.
To preserve ecosystems, to protest and ensure the appropriate use of historic structures. Minimise energy usage.
Number of infrastructural deficiencies such as litter bins, street lighting not working, footpaths, poor road surfaces and effluent treatment capacity – VDS to highlight these and measures to rectify them.
Designate area for business incubator buildings, Puckane to be prioritized for any future roll out of broadband.
Traffic calming measures to be introduced on all approach roads.
Highlights the need for a detailed study of all views and vistas – these to be retained and protected.
Include an integrated tourist designation/strategy in the VDS.
Requests the Planning Authority to carry out its obligations on all planning applications with regard to designated sites (NHA’s, SAC’s, SPA’s etc)

Comment
A Detailed submission was made and many of the items are very relevant to the Village Design Statement, especially those for Village Design Code, which could be regarded as very similar to a VDS. However, items such as roll-out of broadband, the completion of layouts and schemes for Masterplans are not within the remit of the VDS, The Councildoes not have a Conservation Officer position.

Boundary Treatment

Summary
Submission relates to various types of boundary treatments. New development should respect the attractive, scenis “rural” character of the area. New Boundaries should complement the village and protect the privacy and amenity of the existing residential houses which have been there for years.
Comment
Three picture examples were submitted with the written submission and should be included where possible in the VDS.

Recommendation : To take account of the information submitted as part of the proposed Village Design Statement

Landscaping and Facilities

Summary
The submission details items to be included in the VDS such as:
Wooden structure playground
Protect footpaths (hedging/fencing)
Landscaping of concrete walls
Protection of natural light
Community Hall

Comment
The Council will have due regard to these areas as part of the development of the proposed design statement, however the provision of a community hall is outside the remit of the VDS.

Recommendation : The submission will be considered as part of the preparation of the proposed Village Design Statement

Concerns regarding 20% serviced sites requirement.
Concerns with regard to the protection of views to and from the lake and provision of single story dwellings only.

Comment
Masterplan MP3 for Puckane Settlement within the Western Area Local Area Plan states that “Housing shall be single story to protect views to and from the lake.” It is recommended that the applicant submits a pre-planning consultation prior to any application on the site. The altering of the master Plan details is outside the remit of the VDS.
