Submission from the Puckane Development Association:

Date of Submission: October 07th 2005.

Overall Settlement Pattern Within the Village:

The Development Association is Mainly in Agreement that the Proposed Settlement Boundary is Sufficient as Per the Draft Western Plan for Puckane Village.

Revision of the Current 50kph Speed Signs need to be Discussed with the Local Community Before Final Adoption by the Elected Members of the County Council.

Local Authority Housing in the Village:

Design , Height, & Siting of Housing should be in Keeping with Village Character

The Local Authority should Apply a Local Need Criteria for all local authority housing up to 80%.

In Relation to Proposed Social Housing in Puckane. We would insist that this be for the social need's of Puckane and not for the social problems of North Tipperary and that the local community would like assurances of this prior to commencement of any development

Proposed Residential / Commercial / Retail Development:

The Development Association were in Agreement that Commercial / Retail Development should be Encouraged and Located Nearer the Heart of the Village .

Development Association were in Agreement that Area Marked No 4 Opposite the GAA Pitch could be Zoned 80% Residential with a Light Mix of Retail and Commercial.

The Design, Height, and Scale of the Residential Development should be in Keeping with the Existing Character of Buildings within the Village of Puckane.

The Residents were of the View that Housing Development have a Min 50% Local Need.

Serviced Sites should be Considered within the Settlement Plan to Service Local Need.

Arising from Public Meetings the Residents were in Agreement that all Residential Development within the Settlement Boundary should be of Low Density From ( 2 to 4 units per Acre ).

Provision of Sufficient Infrastructure:

( Puckane National School. )

Concern Expressed by the Development Association that any Future Development within the Settlement Boundary would have to be Part of the improvements in Infrastructure necessary for Puckane.

Realignment of the R493 at the Northern & Southern Approach to the Village.

Realignment of the L5006 from GAA Pitch To Urra Road as Part of New Development

Provision of Improved Public Lighting and Footpaths Throughout the Wider Village.

Provision of Footpaths from the GAA Field Leading in Towards the Village Centre. ( L5006)

Upgrading of the Sewerage Scheme as Part of Future Development within the Village.

Roads Surfacing within the Village needs to be Improved Prior to any Development as the Surface of the R493 within the Village & the L5006 from Ballycraggan to Urra.

Public Transport needs to have a Continuous Link / Service through the Village.

Sufficient Car Parking Spaces should be Provided as Part of any New Development.

Village School is Near Capacity and has No immediate Space within Close Proximity.

Alleviation of Storm Water in the Vicinity of the GAA Pitch to Prevent Future Flooding.

Maximum use of Stone Work and Green Scaping to Protect the Village Character.

Development of Walking Route /Corridor around the Village & New Housing Developments

Resurface Tertiary Road leading from the Church towards Egan's / Hyne's and Kelly's.

Recreation and Amenity Facilities:

A Key Issue Arising from Discussions was that Puckane is a Renowned Tourist Village & the Planning Authority should Approach Development in a Sensitive & Cautious Manner.

Provision of Extra Playing & Leisure Facilities at the Rear of the GAA Pitch.

Development of the Council Property Adjacent to the Tennis Court as an Amenity Area.

Provision of Community Facility to Cater for the Young and Elderly within the Village

Provision of Childcare / Crèche Facilities as Part of any Future Residential Development

Provision of a Maximum of Green / Open Spaces as Part of any Further Development.

Re-Development of the Old Walkways Straddling the Village of Puckane..
